If you were engaged as a Junior Teacher (Schematic) during the recruitment year 2023-24 in a Primary or Upper Primary school in Odisha, the State Government has officially notified the refixation of your regularisation date. This order supersedes previous department instructions and establishes your entry into the regular Elementary Cadre.
The short answer
All Junior Teachers (Schematic) engaged during 2023-24 through due recruitment process and currently continuing in service are regularised as Assistant Teachers in Level-V(A) of the Elementary Cadre with effect from 01.01.2026. You are entitled to draw regular scale pay and service benefits attached to Level-V(A) from that date. Your past schematic service up to 31.12.2025 will not count toward regular cadre seniority or retrospective financial benefits.

The School & Mass Education Department issued Notification No. 25778 /SME, Dated 01-10-2026 (File No. SME-EL2-EL2-0159-2025), superseding the earlier Notification No. 8638/SME dated 02.04.2026:
"1. The Junior Teachers (Schematic) engaged during the year 2023-24 through due recruitment process and continuing in service shall be regularised as Assistant Teachers in Level-V(A) of the Elementary Cadre with effect from 01.01.2026, subject to fulfilment of the prescribed conditions.
The period of service rendered by such Junior Teachers (Schematic) from the date of their respective initial joining till 31.12.2025 shall be treated as service rendered in the schematic/contractual capacity and shall not confer any right upon them to claim regular cadre seniority or any consequential regular service benefit for the said period.
The Junior Teachers (Schematic) covered under this Notification shall be entitled to draw regular pay and other admissible service benefits of Assistant Teachers in Level-V(A) with effect from 01.01.2026, subject to the applicable rules and instructions of Government."
