Mukhyamantri Kanya Bibaha Yojana: Eligibility and Rules
Based on: Notification No. WCD-WE&A-SCHM-0006-2025-17809/WCD dated 05-08-2026
District and block-level welfare offices frequently receive inquiries regarding marriage assistance under state schemes. Processing these applications requires verifying strict age thresholds, family caps, income categories, and event timelines before forwarding lists for district approval. Here is the operational framework for administering the Mukhyamantri Kanya Bibaha Yojana (MKBY).
The short answer
Under MKBY, each eligible bride receives a total assistance package of Rs. 60,000, consisting of Rs. 45,000 paid directly to the bride's single-holder bank account via DBT and Rs. 15,000 paid to the implementing agency for group wedding logistics. Both partners must be permanent residents of Odisha, aged 18 to 35 for the bride and 21 to 35 for the groom, with coverage capped at one woman per family. Applications are processed on a first-come, first-served basis with a mandatory 60-day cut-off prior to the scheduled district group marriage ceremony.
What the rule actually says
Women and Child Development Department Notification No. WCD-WE&A-SCHM-0006-2025-17809/WCD dated 05-08-2026 lays down the financial and administrative parameters of the scheme:
"Under the Mukhyamantri Kanya Bibaha Yojana, each eligible bride will receive total financial assistance of Rs.60,000/- to support her marriage and ease the financial burden on her family. Out of this total amount, Rs.45,000/- will be provided as direct financial assistance to the beneficiary... The cut-off for inclusion/ selection shall be 60 days before the scheduled date to allow for verification and planning."
The scheme operates across all districts for a five-year period from 2025-26 to 2029-30, having launched on 03.02.2026.
How it works in practice
Applications are submitted physically to designated Implementing Agencies (IAs) in the district. The IA scrutinises documents, coordinates field verification with local Anganwadi Workers, and forwards eligible cases to the District Social Welfare Officer (DSWO). The list is then placed before the District-level Committee chaired by the District Magistrate for final sanction.
| Component | Amount | Disbursement Mode and Timeline |
|---|---|---|
| Direct Benefit Transfer (DBT) | Rs. 45,000 | Credited to bride's single-holder savings account within 7 working days of marriage registration |
| Event Management | Rs. 15,000 | Allocated to implementing NGO/agency for venue logistics, refreshments, and coordination |
Eligibility Conditions
- Residency: Both bride and groom must be permanent residents of Odisha.
- Age Bracket: Bride must be between 18 and 35 years; groom must be between 21 and 35 years.
- Marital Status: Preferably first marriages, but widow remarriage is expressly covered.
- Prior Assistance: Neither the bride, the groom, nor their families may have received marriage assistance under any other State or Central Government scheme.
- Family Limit: Restrained to only one eligible woman per family.
Prioritisation Order
If eligible applications exceed district targets or budget allocations, processing follows this strict sequence: 1. Widows 2. Persons with Disabilities (PwDs) 3. Orphans 4. Particularly Vulnerable Tribal Groups (PVTGs), Scheduled Tribes (STs), and Scheduled Castes (SCs) 5. Low-income households with an annual income below Rs. 60,000
Where people get this wrong
- Joint bank accounts: The DBT amount of Rs. 45,000 cannot be credited to a joint savings account. The passbook submitted must be a single-holder bank account solely in the bride's name.
- Late application submissions: Couples cannot be included in a group wedding ceremony at the last minute. The guidelines mandate a strict cut-off of 60 days before the event date for inclusion and verification.
- Multiple claims in one household: The scheme allows assistance for only one woman per family. A second daughter or female relative in the same household is ineligible.
- Dual benefit availing: Applicants must furnish an undertaking that neither party has availed of or applied for any other government marriage grant. Overlapping claims under other State or Central schemes result in rejection.
Marriages under the scheme must be solemnised at the designated district-level group marriage ceremony where the Registrar of Marriages issues certificates on site. Ensure all verified physical application files, undertakings, and mandatory Aadhaar records are submitted to the DSWO well ahead of the district selection committee meeting.
