How to Apply for Revenue Services Online in Odisha

Based on: Letter No. 37440/R&DM dated 05.09.2026

If you need to file a case under the Odisha Scheduled Areas Transfer of Immovable Property Regulation or the Odisha Land Reforms Act, Sub-Collector offices will no longer accept your petition on paper. The Revenue and Disaster Management Department has moved these dispute and permission matters entirely online.

The short answer

All applications under Clause 3(A) of the OSATIP Regulation, 1956, and Sections 23 and 23-A of the Odisha Land Reforms Act, 1960, must be filed online through the Odisha Revenue Services Portal. Sub-Collector offices are barred from accepting or processing offline, physical petitions for these three services. Every application filed online is tracked under the statutory timelines of the Odisha Right to Public Services (ORTPS) Act.

What the rule actually says

The Revenue and Disaster Management Department issued binding instructions to all Collectors in Letter No. 37440/R&DM dated 05.09.2026:

"...the following services have been made available to citizens through online mode in the Odisha Revenue Services Portal (https://odisharevenueservices.nic.in/): 1. Disposal of cases under Clause 3(A) of the Orissa Scheduled Areas Transfer of Immovable Property (by Scheduled Tribes) Regulation, 1956; 2. Disposal of cases under Section 23 of the Odisha Land Reforms Act, 1960; and 3. Disposal of cases under Section 23-A of the Odisha Land Reforms Act, 1960. The aforesaid services are rendered at the level of the Offices of the Sub-Collectors. Accordingly, all Sub-Collectors may be instructed to process and dispose of cases pertaining to the above provisions through the prescribed online mode only. No application/case pertaining to the aforesaid provisions shall henceforth be processed in physical/offline mode."

How it works in practice

The order transitions three critical revenue court proceedings from physical counter filing to online registry. These proceedings are adjudicated exclusively by the Sub-Collector:

Service / Legal Provision Subject Matter Competent Authority Mode of Submission
Clause 3(A), OSATIP Regulation, 1956 Transfer/disposal matters involving Scheduled Tribe lands in Scheduled Areas Office of the Sub-Collector Online Portal only
Section 23, Odisha Land Reforms (OLR) Act, 1960 Restriction and adjudication on alienation of land by Scheduled Castes / Scheduled Tribes Office of the Sub-Collector Online Portal only
Section 23-A, Odisha Land Reforms (OLR) Act, 1960 Eviction of unauthorised occupants and restoration of land to Scheduled Tribe / Scheduled Caste raiyats Office of the Sub-Collector Online Portal only

Because these services fall under the Odisha Right to Public Services (ORTPS) Act, 2012, your application generates an electronic acknowledgement upon submission. The Sub-Collector's office must register, process, hear, and dispose of the matter within the ORTPSA statutory timeline.

What you need to do

If you plan to file any of these three matters, follow these steps to avoid rejection:

  1. Do not submit paper petitions: Sub-Collector offices and field functionaries have strict instructions to refuse physical petitions for these provisions.
  2. Access the official portal: Go directly to the Odisha Revenue Services Portal at https://odisharevenueservices.nic.in/.
  3. Select the specific legal provision: Identify the exact proceeding you require—Clause 3(A) of OSATIP, Section 23 of the OLR Act, or Section 23-A of the OLR Act.
  4. Upload supporting land records: Attach scanned copies of the relevant Record of Rights (RoR), identity documents, caste certificates, and specific transaction or dispossession details.
  5. Track using the acknowledgement number: Use the application reference number generated by the portal to track the hearing stages and ensure compliance with ORTPSA timelines.

This mandatory switch ensures full transparency in the handling of tribal and caste-restricted land cases across all Sub-Divisions in Odisha. Applying through the designated online portal guarantees your case is placed on the official revenue cause list without counter-level delays.
